The Duchy Council

The Council is responsible to the Chancellor of the Duchy of Lancaster, and the Chancellor to the Sovereign, for the Duchy’s affairs. Appointments to the Council are made by The Queen on the recommendation of the Chancellor.

The Council meets five times a year. Members of the Council include two ex-officio appointments: the Receiver General of the Duchy, who is Keeper of the Privy Purse, and the Clerk of the Council, who is also the Chief Executive Officer of the Duchy of Lancaster. Other Council members are chosen for their particular business skills, or for their links with the County Palatine. The Chancellor appoints one member of the Council to act as Chairman of the Council.

The current members are:

Sir Alan Reid, GCVO (Chairman of the Council)

Sir Alan was formerly the Keeper of the Privy Purse and Treasurer to The Queen from 2002 to 2017. He was appointed as Chairman in January 2018.

Sir Michael Stevens, KCVO (Receiver General)

As Keeper of the Privy Purse and Treasurer to The Queen, Sir Michael has been Receiver General of the Duchy of Lancaster since January 2018.

Mr Nathan Thompson, CVO (Clerk of the Council and Chief Executive)

Nathan Thompson has been Chief Executive, Clerk of the Council, Keeper of the Records and Surveyor General of the Duchy of Lancaster since 1 August 2013.

Ms Sonia Tolaney, QC (Attorney General)

Sonia Tolaney was appointed Attorney General of the Duchy of Lancaster on 30 October 2020. Ms Tolaney succeeded The Honourable Mr Justice Miles who had held the office for the previous eight years.

Ms Kathryn A Matthews (Member of the Council)

Kathryn Matthews has been a member of Council since January 2015. With nearly 40 years’ experience in the financial sector, her last executive position was at Fidelity International Investments in Hong Kong where she was the Chief Investment Officer for Asia ex Japan equities. Prior to that Ms Matthews held senior management roles with AXA Investment Managers, Santander Global Advisors Inc and Baring Asset Management. She is currently a non-executive director at Barclays Bank UK Plc, the Australian Investment Management company Pendal Group Plc, its UK based subsidiary company J O Hambro Capital Management Holdings Ltd and The Vietnamese Opportunities Fund plc.

Mr Hugh Bullock (Member of the Council)

Hugh Bullock became a member of the Council of the Duchy of Lancaster in November 2015. He is the former Chairman of Gerald Eve LLP, Chartered Surveyors and Property Consultants. He is also a Trustee of the Imperial War Museums and chairs the Estates Advisory Committee.

Mr. Marcus Rose (Member of the Council)

Marcus Rose became a member of the Council of the Duchy of Lancaster in January 2018. He is a real estate professional with experience in commercial, residential and industrial property.

The Marquess of Downshire (Member of the Council)

Nicholas Downshire became a member of the Council of the Duchy of Lancaster in January 2018. He manages his family estate in Yorkshire.
