The Chancellor of the Duchy of Lancaster appoints a Representative Governor for a three-year term. He or she, with six other governors, administers the Whalley Education Foundation (previously Whalley Grammar School).

The Foundation has a small income of around £150 per annum. Grants are made to local students studying at universities and colleges for the purchase of books.

Appointed in October 1997, 2000 and 2003 (renewed until 2006).
